Payyanur is one of the six municipalities of Kannur District.  Payyanur a special grade Panchayat was upgraded to a municipality in 1991.

Payyanur is one of the 141 legislative assembly constituencies of Kerala.  Payyanur constituency comprises of panchayts other than Payyanur municipality.  They are Ramantali, Kunhimangalam, Cherutazham, Kadannappalli-Panapuzha and  Madayi . Payyanur belongs to the Kasargod Loksabha constituency. Payyanur as the head quarters of the Payyanur Block Panchayat.  This body carries out the various rural development programs. Payyanur is the head quarter of recently announced new Taluq in Kannur District.

Judiciary

There are three judicial courts in Payyanur.  They are the First Class Judicial Magistrate Court, the Munsif Court and the Court of the Sub Judge.  There are many well known lawyers in the Payyanur Bar.
